Mars 1975 - Le groupe de travail sur les femmes et la chimiodépendance est mis sur pied à la demande [...] de la Municipalité régionale d'Ottawa-Carleton. Le groupe a pour mandat d'examiner les besoins des femmes alcooliques d'Ottawa-Carleton et de formuler des recommandations concernant les services nécessaires. Juin 1976 - Le groupe de travail présente son rapport, lequel contient une recommandation visant la mise en place de programmes mettant l'accent sur les besoins particuliers des femmes. Par la suite, il rédige une proposition détaillée en vue d'obtenir des fonds à l'appui de la création d'un centre de traitement pour les femmes. Mai 1978 - Trois ordres de gouvernement (fédéral, provincial et régional) conviennent d'assurer le financement du centre proposé.
