En 1986, suite à des gains importants sur le plan politique, social et éducatif de la communauté francophone de l'Ontario, le ministère des Affaires Civiques et Culturelles de l'Ontario et le ministère des Communications du Canada annonçaient conjointement leur intention de cofinancer la création par TVOntario d'un réseau distinct de langue française. TFO, le réseau de langue française est entré en ondes en janvier 1987 (sous le nom «La Chaîne» jusqu'au 25 septembre 1995).
