"risk": The predicted or actual frequency of occurrence of an adverse effect of a chemical substance or mixture from a given exposure to humans or the environment.

CONT

The definition of risk can be used as the foundation for the definition of unacceptable (unreasonable) risk. "Unacceptable risk" is a term that is applied under some legislation by a decision-maker when the risk(s) associated with an activity are found to be unjustified by the social and economic benefits derived from the activity.
