The Vienna Declaration and the Programme of Action, adopted by the World Conference on Human Rights in 1993, reaffirms the commitment of all States "to fulfil their obligations to promote universal respect for, and observance and protection of, all human rights and fundamental freedoms in accordance with the Charter of Human Rights...".
