As a result of unfavourable weather, especially winter frost, wheat output dropped to 3.5 million tonnes, whilst the output of barley was 1.3 million tonnes compared to 1.5 million tonnes in 1996.

Les gelées d'hiver ne provoquent qu'assez rarement des dégâts car elles se produisent au moment du repos végétatif des plantes qui sont alors assez résistantes au gel. Par contre, lorsque les températures descendent suffisamment bas pour provoquer des dégâts, ceux-ci peuvent être très étendus, en touchant par exemple des cultures de blé sur des régions entières; toutefois la présence d'une couche de neige peut efficacement protéger la partie souterraine de la plante.
