Indian and Northern Affairs Canada. The Annual Northern Expenditure Plan (ANEP) is a regional overview of government expenditures and related government employment for the Northwest Territories and Yukon. With the exception of fiscal years 1991/92 and 1992/93, the Plan has been published consecutively since 1973/74.
