To ensure that the solid carbon produced from a methane pyrolysis project is not converted to CO2 that is subsequently released, taxpayers would be required to track the end use of their solid carbon through an "End-Use Plan." The End-Use Plan would account for any solid carbon produced, and its end use, for a period of seven years, starting when the project first produces hydrogen.

Afin de s'assurer que le carbone solide produit par un projet de pyrolyse du méthane n'est pas converti en CO2 qui est ensuite libéré, les contribuables seraient tenus de suivre l'utilisation finale de leur carbone solide au moyen d'un «Plan d'utilisation finale». Ce plan comptabiliserait le carbone solide produit et son utilisation finale sur une période de sept ans, à compter du début de la production d'hydrogène du projet.
