Ainsi, à la Conférence de la Paix de 1919, la délégation hongroise avait fait, sans soulever d'objections, une déclaration sur l'interprétation de l'article 1 du traité de Trianon. Ce procédé de la déclaration unilatérale d'interprétation acceptée est couramment employée dans la conclusion des traités bilatéraux.
