The Payload Support Center (PSC) is being implemented at the CSA [Canadian Space Agency] to conduct payload activities such as communication protocols verification and procedure validation & verification. The PSC will support crew training and mission simulations. The results of the PSC and DFL tests will be used in the final certification of a payload. In addition, the PSC will play an important role during the on-orbit operation of a payload. The payload flight backup unit or engineering model will be installed in the PSC and will be available to help the payload operators in case of any on-orbit problem. By using a duplicate of the payload in the PSC, the operators, with the help of the technical team, will be able to duplicate the situation and determine the proper corrective procedures. Those procedures will then be either forwarded to the on-orbit crew or to the ground operations personnel to correct the anomaly. The PSC includes the EXPRESS Rack Simulator, the Suitcase Simulator (when required), a workbench area for payload developers and a connection to the CSA Payload Telescience Operations Center (PTOC).

Each NASA ISPR provides 1.6 m³ (55.5ft³) of internal volume. The rack weighs 104 kg (230 lbm) and can accommodate an additional 700 kg (1543 lbm) of payload equipment. Officials at NASAs Goddard Space Flight Center, Greenbelt, Md., have announced the termination of the contract held by the General Electric Company, Astro-Space Division, Princeton, N. J., for the design, development and test of the Attached Payload Accommodation Equipment (APAE) element of Space Station Freedom. The contract, valued at approximately $555 million, was signed in 1987.

From its geo-stationary (GEO) orbit 36,000 km above the Earth, ARTEMIS can be in constant communication with satellites in LEO for long periods through its Optical Data Relay (ODR) and S-Ka band data relay (SKDR) payloads. The prime users for the optical link will be the SPOT-4 while the ESA's ENVISAT polar platform will be the prime user for the S/Ka link. Under an ESA/NASDA agreement, ARTEMIS will also serve Japanese spacecraft and the Japanese module of the International Space Station.

The European Technology Exposure Facility (EuTEF) is a programmable, multifunctional, fully automated system. The modular architecture provides uniform interfaces for instruments -up to seven instrument modules can be accommodated and operated simultaneously.
