The document produced by the architect or his quantity surveyor authorizing the final payment to the contractor for the construction of a building.

final inspection: The final review of a project by the owner's representative that leads to issuance of the final certificate for payment.

Items still to be completed are placed on a comprehensive list of items to be corrected or completed - a punch list. As contract requirements are fulfilled and punch list items are completed the contractor requests that the architect makes a "final inspection of the work and makes a final application for payment." The architect check to see all is as it should be and issues a final certificate for payment.

Le RIAI [Royal Institute of the Architects of Ireland] publie les modèles de contrats de construction utilisés pour la quasi-totalité des travaux de construction en Irlande. Les parties au contrat sont le client et l'entrepreneur, l'architecte figurant dans celui-ci en qualité d'administrateur du contrat. C'est donc à lui qu'incombe la responsabilité de l'inspection [...] du site pendant la construction, l'émission d'un certificat de bonne fin, le certificat final de paiement dû à l'entrepreneur et, à la fin de la procédure, un avis sur la conformité réglementaire.

La mission traditionnelle de l'ingénieur consiste à établir les plans, à se livrer à l'étude de tous les équipements et aménagements [...] au moyen de cahier des charges, de devis descriptifs et de spécifications techniques. Cette mission couvre souvent l'administration du contrat pendant les travaux jusqu'à l'émission du certificat final de paiement. [...] Le certificat final de paiement est émis par le professionnel lorsque ce dernier estime que la demande de paiement de l'entrepreneur est justifiée, c'est-à-dire lorsque l'ouvrage est parachevé.
