Les États membres de la BOAD sont le Bénin, le Burkina Faso, la Côte d'Ivoire, le Niger, le Sénégal et le Togo auxquels se sont joints le Mali (juin 1984) et la Guinée Bissau (mai 1997). La BOAD est devenue opérationnelle en 1976.
