The National Joint Council (NJC) Committee on Work Force Adjustment and Decentralization developed and approved guidelines (December 7, 1977) to be used by departments and agencies in dealing with personnel and related matters whenever the relocation of the work unit or the decentralization of an activity requiring a change in domicile on the part of employees is authorized.
