For purposes of these standards, the "Year 2000 event horizon" is the date by which a resource must be compliant before its date processing fails.

Based on the event horizon example the "Year 2000 event horizon" would require the application to be compliant - and tested - two years before January 1, 2000, or no later that January 1, 1998.
