In the province of New Brunswick, Social Service, Educational and Mental Health agencies felt that a group of multi-agency, regionally based clinical teams would have the best chance of creating the kind of care plans that would be most acceptable to the youth and his/her family, as well as to the school and community. With these facts in mind, they developed and implemented a provincial system entitled the Youth Treatment Program (YTP). The provincial Youth Treatment Program is geared to serve severely conduct disordered youths (18 years and under) who have experienced loss in family life and have faced difficulties in both school and community settings.

Au Nouveau-Brunswick, les organismes de services sociaux, scolaires et de santé mentale étaient d'avis qu'un groupe d'équipes cliniques régionales relevant de plusieurs organismes offriraient d'excellentes possibilités d'élaborer le genre de plans de soins qui apparaîtrait le plus acceptable par les jeunes et leurs familles, l'école et la collectivité. À la lumière de ces constats, ces groupes d'intérêt ont élaboré et mis sur pied un réseau provincial qui s'appelle le Programme de traitement pour jeunes (PTJ). Ce programme s'adresse aux jeunes (de 18 ans et moins) ayant de graves troubles de conduite qui ont vécu une perte dans leur vie familiale et qui éprouvent des difficultés à l'école et dans la collectivité.
