La première étape, dite de génération, consiste à examiner chaque zone et à prévoir combien de trajets ont leur origine dans cette zone. Cette étape utilise en général des techniques statistiques pour prédire l'«émissivité» d'une zone, c'est-à-dire le nombre de trajets au départ de cette zone. Ces techniques se fondent sur une répartition de ses habitants en groupes socio-culturels cohérents, dont le comportement en matière de transport est typique.
