Cette notion a remplacé «Europe de l'Est», et ce, pour plusieurs raisons. Tout d'abord, l'ancienne expression renvoie à un contexte de guerre froide qui n'existe plus. Ensuite, les Hongrois estiment que leur pays fait partie de l'Europe centrale et non de l'Europe orientale. Par conséquent, il a fallu forger une nouvelle expression plus exacte. Au sens strict du terme, «Europe centrale et orientale» est aussi erronée qu'Europe de l'Est. Dans les deux cas, il s'agit d'un découpage politique arbitraire qui exclut, entre autres, la Grèce, pourtant bien située dans l'est de l'Europe.
