The IOCARIBE recognition was created during the Fifth Intergovernmental Session of the Sub-Commission (Barbados, 1995). The Award winners would either have made a significant contribution to solving regional problems through marine scientific research, services and capacity building; or would have made a significant contribution to the fulfilment of IOCARIBE's objectives through their enthusiastic work in the Sub-Commission.

Los merecedores del premio deben haber contribuido de manera significativa a la solución de problemas regionales a través de la investigación científica marina y el desarrollo de capacidades y servicios oceánicos, o haber realizado esfuerzos a través de su trabajo entusiasta y desinteresado para el cumplimiento de los objetivos de la Subcomisión y el desarrollo de las ciencias marinas en el Caribe. [...] El premio es una réplica del Museo del Oro de una figura mítica precolombina en forma de "Pez Alado" y tiene un significado simbólico gracias a la creencia del poder que ejerce sobre dos elementos : agua y aire(Cultura de San Agustín, 100 AC-500 DC, Museo de Oro, Bogotá, Colombia).
