La première des 3 Communautés Européennes, instituée par le Traité de Paris du 18 avril 1951, entré en vigueur le 25 juillet 1952, elle est parfois dénommée Pool Charbon Acier ou Plan Schuman. Elle réalise entre ses Etats membres un Marché commun du charbon et de l'acier soumis à une gestion communautaire. La fusion des exécutifs, entrée en vigueur le 1er juillet 1967, a affecté la structure institutionnelle de la CECA mais non ses caractéristiques et activités propres. La CECA est, du point de vue théorique, considérée comme étant celle des 3 Communautés Européennes la plus supranationale mais de fait ceci est de moins en moins vrai par suite notamment des incidences de la crise sidérurgique. Al considerar el desenvolvimiento cronológico de la integración europea, debe concederse prioridad a la Comunidad Europea del Carbón y del Acero. La organización de ésta Comunidad precursora fue la concurrencia directa principal del Plan Schuman de organizar una constitución que unificara la producción franco-alemana de carbón y acero, anunciada el 9 de mayo de 1950 y qué, hasta el día de hoy, sigue siendo el documento fundamental de la Integración Europea. Constituye La CECA una organización regional establecida por el Tratado de París el 18 de abril de 1951 para armonizar las políticas de producción y crear un mercado común para el carbón, el mineral de hierro y acero. La relación del acero y el carbón como primeros objetos de la integración económica fue lógica puesto que esas dos industrias constituyen el fundamento de las sociedades industrializadas; además, existía la necesidad dentro de los seis países(Bélgica, Francia, Italia, Alemania, Luxemburgo y Países Bajos) de procurar la satisfacción eficiente y económica de la demanda interna del carbón y acero y también para competir ventajosamente en los mercados internacionales. 2, record 2, Spanish, - Comunidad%20Europea%20del%20Carb%C3%B3n%20y%20del%20Acero
