Après qu'on se soit entendu sur le libellé d'un instrument international dans la ou les langues faisant foi, ledit instrument (Convention, Pacte, Traité, Accord ou autre) est ouvert à la signature, soit pour un temps déterminé comme dans le cas de conventions portant création d'un organisme, les signataires au cours de ladite période étant considérés membres fondateurs; soit pour un temps indéterminé, le nombre de ratifications ou d'adhésions déterminant la date d'entrée en vigueur.
