The Government of Canada therefore places an emphasis on working in cooperation and collaboration with provincial and territorial governments. Examples of this include the Federal Provincial Territorial/Aboriginal (FPTA) Forum, established in 1998, and the Social Union Framework Agreement (SUFA), signed in February 1999. The FPTA includes an agreement to meet at least once a year to review work undertaken to address Aboriginal issues in the most effective manner. Participants agreed that working together in the spirit of cooperation to address the social and economic challenges facing Aboriginal people is an important step in the formation of a positive environment to address issues of mutual concern. Le Forum fédéral-provincial-territorial-autochtone (FFPTA), créé en 1998, et l’Entente-cadre sur l’union sociale (ECUS), signée en février 1999, illustrent bien cet état de fait. Les participants au FFPTA se sont entendus pour se rencontrer une fois par an afin de passer en revue les travaux entrepris pour répondre le plus efficacement possible aux enjeux intéressant les Autochtones. Ils conviennent également que le fait de travailler dans un esprit de collaboration dans le but de relever les défis socioéconomiques auxquels font face les Autochtones constitue un pas important vers l’établissement d’un climat positif qui permettra de s’attaquer aux enjeux d’intérêt mutuel.
