The bill introduces a new offence: criminal harassment. Designed to stop men who stalk and intimidate women, often their estranged wives or girlfriends, it threatens those who violate it with up to five years in prison. ... The type of conduct that would lead someone to fear for their safety includes "repeatedly following from place to place the other person ... and besetting or watching" their home, office, place of work, or anywhere they happen to be.

Men who stalk women often go on to murder their victims. Stalking is an expression of control and power, a way of the stalker letting the woman know that he knows where she is.

Le verbe «traquer» traduit l'intensité de la poursuite et l'intention d'atteindre sa victime : deux traits essentiels du verbe anglais «stalk». Le verbe «poursuivre» est, quant à lui, l'équivalent utilisé dans le Projet de Loi C-390. Cette notion peut également se rendre par : «surveiller sans relâche», «épier», «rôder près de la maison», «faire le guet dans la rue».
