Lo compone un miembro titular de la más alta jerarquía por cada Estado miembro de la Organización de los Estados Americanos, nombrado por el gobierno respectivo y celebra por lo menos una reunión al año a nivel ministerial. Tiene una Comisión Ejecutiva permanente con un Presidente y otros siete miembros elegidos por el Consejo. De este organismo depende el Comité Interamericano de la Alianza para el Progreso (CIAP). Tiene como objetivo principal, la promoción del progreso económico y social de las Naciones Unidas Americanas, a través de una cooperación efectiva para el mejor uso de sus recursos naturales, el desarrollo de su agricultura e industria y el mejoramiento del nivel de sus pueblos. Tiene sede en Washington D.C. y es la agencia de coordinación para todas las actividades económicas y sociales interamericanas.
