Passports are documents of identity which are issued in the name of the head of the state in favour of persons who wish to travel or sojourn in foreign countries. They contain a request to all persons who may be concerned to afford assistance and protection which the holder of the passport may stand in need. ... In addition to enabling its holder to leave his country and enter a foreign state, a passport implicitly confers upon the traveller the right to return to his own country.

Le passeport est: 1. - Un titre de circulation puisqu'il est exigé des personnes voyageant à l'étranger; 2. - Un titre d'identité, grâce à la photographie dont il est obligatoirement muni et aux renseignements qu'il contient; 3. - Un commencement de preuve de nationalité. Toutefois, et malgré la formule qu'il porte, il ne confère au titulaire aucune protection spéciale, soit auprès des agents diplomatiques et consulaires de son pays, soit auprès des autorités étrangères. [...] Ce document doit, en outre, avoir été visé, dans le pays de résidence du titulaire, par leur Consul, qui exerce à cette occasion, un contrôle sur l'opportunité d'admettre l'intéressé.

Il est d'usage de doter les fonctionnaires de carrières diplomatiques et consulaires d'un passeport d'un type très distinct. La coutume internationale veut que les titulaires de ces passeports soient traités avec une considération particulière par les autorités.

Renovación o canje de pasaporte digitalizado :[…] Pasaporte digital anterior y copia de la hoja con la fotografía y los datos del titular del pasaporte y copia de la hoja del final del pasaporte donde se encuentra el número de libreta. Las copias deberán ser claras y legibles y sin recortar. Igualmente, deberá de presentarse otra identificación oficial vigente con fotografía.
