In Canada, there are three types of institutions in which offenders may be imprisoned: reformatories, common jails, and penitentiaries. If an offender is sentenced to a term of less than two years, he or she may be committed to a provincial or local jail or to a reformatory.

Correctional institutions may be classified under three headings: training schools - operated by the provinces or private organizations under provincial charter for juvenile offenders serving indefinite terms up to the legal age for children in the particular province; provincial adult institutions; and penitentiaries - operated for adult offenders by the federal government in which sentences of over two years are served.

The Correctional Investigator is mandated by Part III of the Corrections and Conditional Release Act as an Ombudsman for federal offenders. The primary function of the Office [of the Correctional Investigator] is to investigate and bring resolution to individual offender complaints. [Also, it] has a responsibility to review and make recommendations on the Correctional Service's policies and procedures associated with the areas of individual complaints to ensure that systemic areas of concern are identified and appropriately addressed.
