Jus in bello, also referred to as international humanitarian law (IHL), applies to all warring parties irrespective of the reasons for the conflict. It does not speak to whether or not the cause of war is just. Instead, this body of law seeks to protect war victims and their fundamental rights, no matter to which party they belong.

Necessity and proportionality have always been core principles of both branches of the jus belli principles that apply to both the authority to employ military force and the regulation of actual employment. However, in the jus ad bellum context, they have never before been viewed as principles to regulate operational and tactical execution. Instead, in that context they frame the legality of national or multinational resort to military force in self-defense. Once the decision is made to employ force pursuant to this authority, the jus in bello variant of these principles (necessity of the mission and proportionality of collateral damage) operate to regulate the application of combat power during mission execution (in other words, they provide the foundation for the regulation of the application of combat power in the context of the self-defense-justified mission).

A humanitarian crisis is considered to be an event or events that threaten the health, safety or well-being of a large group of people. Humanitarian crises can be caused by war, natural disasters, famine, and outbreak of disease.

The words "humanitarian disaster" or "[humanitarian] crisis" are non-legal terms, which may be used in good or bad faith to describe circumstances of suffering without indicating their causes. When such terms are used, they allow States and other actors to avoid the specific obligations that result from the exact qualification of a situation. They can limit their response to sending relief supplies. ... For humanitarian law to be applicable, the disaster must either happen during an armed conflict or be generated by it. ... Even though the consequences in terms of needs may be similar, the methods of action and the issue of the right to intervene remain very different. To ensure that humanitarian law can be applied, it is therefore important to avoid terms such as "humanitarian disaster" or "crisis" when a more precise term can create more rights for victims or relief organizations.

By resolution 827 (1993) of 25 May 1993, the Security Council established the ICTY for the sole purpose of prosecuting persons responsible for serious violations of international humanitarian law committed in the territory of the former Yugoslavia during its breakup and subsequent conflicts. By resolution 2329 (2016), the Council extended the terms of office of the President and the judges of the ICTY and reappointed the Prosecutor for the last time. On 31 December 2017, the Council issued a press statement marking the closure of the ICTY on the same date.

Par la résolution 2329 (2016), il a prorogé le mandat du Président et des juges du Tribunal et reconduit, pour une dernière fois, le Procureur dans ses fonctions. Le 31 décembre 2017, il a publié une déclaration à la presse dans laquelle il a annoncé la fin des activités du Tribunal à compter de la même date.

The Assistance Program for Demining in Central America was created by the Organization of American States in 1991, in response to requests by Central American countries affected by antipersonnel landmines (Costa Rica, Honduras, Guatemala and Nicaragua). Since May 1995, the general coordination and supervision of the Assistance Program for Demining in Central America (PADCA by its initials in Spanish) has been provided by the Unit for the Promotion of Democracy (UPD), with the technical support of the Inter American Defense Board (IADB). The PADCA is a humanitarian program, which strives to restore public confidence and security to the citizenry and reduce the threat posed by landmines and other unexploded artifacts of war.
