A bill not officially sponsored by the Government is called a private member’s bill (projet de loi d’initiative parlementaire). A private member’s bill may be introduced either by a member of an opposition party or by a backbench MP on the government side of the House.

OBS

Private bills must not be confused with private Members’ bills. Although private bills are sponsored by private Members, the term “private Member’s bill” refers only to public bills dealing with a matter of public policy introduced by Members who are not Ministers.

OBS

The capitalization of this term varies greatly from one source to another (and sometimes within the same source). According to the Canadian Oxford Dictionary, "Member" should be written with a capital "m" in this context.
