The ILO [International Labour Organization] and the World Health Organization (WHO) are leading the initiative. The Social Protection Floor was subsequently integrated as a key element of the Global Jobs Pact adopted by the International Labour Conference 2009.

L’Initiative du socle de protection sociale a été lancée en avril 2009 comme l’une des initiatives du Conseil des chefs de secrétariats des Nations Unies retenues pour faire face à la crise, en réponse à la demande réitérée des États membres d’un appui technique, logistique et financier en période de crise mieux coordonné entre les organismes du système des Nations Unies. Coordonnée conjointement par l’OIT [Organisation internationale du Travail] et l’OMS [Organisation mondiale de la Santé], l’Initiative est en train de créer une coalition mondiale composée d’organismes des Nations Unies.
