El tratado que la establece fue suscrito en Roma el 25 de marzo de 1957, se puso en vigor el 10 de enero de 1958. El objeto fundamental de EURATOM es el de proporcionar a los miembros de la Comunidad Europea una industria nuclear capaz de abastecer la siempre creciente demanda de energía para el comercio, la industria, la sociedad en general. La necesidad de poner en práctica ese programa de energía nuclear surge de la falta, en los seis países de la Comunidad, de recursos naturales suficientes para obtener energía. Además EURATOM tiene la misión de realizar investigaciones básicas concernientes a la mayor utilización de la energía atómica para fines pacíficos.
