The "instantaneous speed" or, more briefly, the "speed", corresponds to the case of an infinitely small time interval.

Deux critères permettent de décrire cette vitesse du vent en surface : la vitesse moyenne rapportée à un intervalle de temps assez long, en principe dix minutes pour le vent en surface dit synoptique et la vitesse instantanée ou vitesse de pointe, rapportée à un intervalle de temps très court, de l'ordre de la seconde.

La vitesse du vent est habituellement mesurée en mètres par seconde, en kilomètres par heure ou en nœuds (un nœud correspond à 1,852 kilomètres par heure, soit approximativement 0,5 mètre par seconde).

Tangential stress (force per unit area of surface) responsible for the transfer of momentum in a turbulent fluid.

In turbulent flow the particles move both horizontally and vertically and there is a continuous "mixing of particles". Some move upwards and some downwards according to a stochastic process. ... In turbulent flow the particles move irregularly causing continuous exchange of momentum (remember: momentum is mass multiplied by velocity) from one portion of fluid to another and this momentum exchange is the reason for the turbulent shear stress, which is also called the Reynolds stress.

It [tangential stress] is equal, in a given plane, to the time average of the fluid density at a point multiplied by the product of two corresponding components of the eddy velocity.
