The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country.

Le Haut-Commissariat des Nations Unies pour les réfugiés a été créé le 14 décembre 1950 par l'Assemblée Générale des Nations Unies, avec pour mandat de coordonner l'action internationale pour la protection des réfugiés et de chercher des solutions aux problèmes des réfugiés dans le monde. Le but premier du Haut-Commissariat des Nations Unies pour les réfugiés est de sauvegarder les droits et le bien-être des réfugiés. Il s'efforce ainsi d'assurer pour tous le respect du droit à demander l'asile et à trouver refuge dans un autre État. À terme, les solutions mises en œuvre sont le retour dans le pays d'origine, l'intégration dans le pays d'accueil ou la réinstallation dans un pays tiers.

El Alto Comisionado de las Naciones Unidas para los Refugiados, actuando bajo la autoridad de la Asamblea General, asumirá la función de proporcionar protección internacional, bajo los auspicios de las Naciones Unidas, a los refugiados que reúnan las condiciones previstas en el presente Estatuto, y de buscar soluciones permanentes al problema de los refugiados, ayudando a los gobiernos y, con sujeción a la aprobación de los gobiernos interesados, a las organizaciones privadas, a facilitar la repatriación voluntaria de tales refugiados o su asimilación en nuevas comunidades nacionales.

The United Nations High Commissioner for Refugees, acting under the authority of the General Assembly, shall assume the function of providing international protection, under the auspices of the United Nations, to refugees who fall within the scope of the Statute of the Office of the United Nations High Commissioner for Refugees and of seeking permanent solutions for the problem of refugees by assisting governments and, subject to the approval of the governments concerned, private organizations to facilitate the voluntary repatriation of such refugees, or their assimilation within new national communities.
