Les premiers satellites furent passifs; ils se contentaient simplement de réfléchir les signaux émis par les stations terrestres. L'inconvénient majeur de ces satellites était que les signaux étaient diffusés dans toutes les directions et pouvaient donc être captés dans n'importe quelle partie du monde. De plus, il fallait être équipé de grandes antennes au sol pour pouvoir disposer d'importantes puissances d'émission et de réception.
