De façon générale, on distingue la taxe, qui est un montant fixe pour un service public donné, de la redevance qui fluctue selon l'usage plus ou moins important qu'on fait d'un service public donné. En environnement, l'utilisation de l'atmosphère ou l'utilisation d'un cours d'eau pour y rejeter des effluents peut amener l'utilisateur à payer une taxe ou une redevance selon la législation en vigueur à cet endroit. En économie environnementale, on recommande plutôt la redevance qui amènera l'utilisateur à réfléchir au gaspillage des biens environnementaux.
