La compréhension de cet événement climatique important qu'est «El Niño-Oscillation Australe» passe par l'étude des observations recueillies depuis des décennies, par la mise en œuvre de modèles couplés océan-atmosphère plus sophistiqués que ceux disponibles à l'heure actuelle et enfin par le développement des observations de l'océan.

Comme ce courant fait son apparition vers Noël, il a été nommé «El Niño» («l'enfant»). Certaines années, le réchauffement est plus important de l'ordre de 5-6 degrés C et les scientifiques réservent le nom de «El Niño» à ces événements d'amplitude exceptionnelle.

The ocean comprising the southern reaches of the Pacific, Atlantic, and Indian Oceans, surrounding the Antarctic continent. It is measured sometimes from the Antarctic Circle, sometimes from the northern limit of floating ice, a line varying from 47° to 61°S. (area by the latter measure: 5,700,000 square miles). Greatest sounded depth: 4,000 fathoms.

The Southern Ocean, also known as the Great Southern Ocean, the Antarctic Ocean and the South Polar Ocean, comprises the southernmost waters of the World Ocean south of 60° S latitude. The International Hydrographic Organization has designated the Southern Ocean as an oceanic division encircling Antarctica. Geographers disagree on the Southern Ocean's northern boundary or even its existence, sometimes considering the waters part of the South Pacific, South Atlantic, and Indian Oceans instead. Some scientists consider the Antarctic Convergence, an ocean zone which fluctuates seasonally, as separating the Southern Ocean from other oceans, rather than 60° S. This ocean zone forms from the convergence of two circumpolar currents, one easterly flowing and one westerly flowing. The International Hydrographic Organization (IHO) regards the Southern Ocean as the fourth-largest of the five principal oceanic divisions and the latest-defined one.

The Southern African Transport and Communications Commission (SATCC) was established in July 1981 as the first Commission of the Southern Africa Development Co-ordination Conference (SADCC). It was established under the terms of the Lusaka Declaration on April 1, 1980. The Declaration placed top priority on Transport and Communications, noting that, "Without the establishment of an adequate transport and communications system other areas of co-operation become impractical. We will therefore create the Southern African Transport and Communications Commission to co-ordinate the use of existing systems and the planning and financing of additional facilities".

Largely in response to worries about the low abundance of blue whales in the Southern Hemisphere, particularly in view of their protection since the mid- 1960s, a research programme for large baleen whales was developed by the Scientific Committee. The International Whaling Commission has subsequently approved the objectives and sequence of work suggested and has now established a major new Southern Ocean Whale and Ecosystem Research (SOWER) programme. This incorporates the continuation of a series of 18 annual whale sighting cruises circum navigating the Antarctic continent to assess the minke and other whale stocks. The programme also includes the collection of biopsy samples of skin from living whales and acoustic recording of blue whale sounds to determine stock and species identity and to improve abundance estimation techniques for rare populations.
