The Canadian Aviation Regulation Advisory Council (CARAC) has been part of the Civil Aviation rulemaking process since 1993. Its prime objective is to assess and recommend potential regulatory changes through cooperative rulemaking activities. Much work has been done during this time, with CARAC being identified by central agencies as a best practice with respect to openness and transparency. CARAC is a joint undertaking of government and the aviation community, with participation from a large number of organizations outside Transport Canada representing the overall viewpoint of the aviation community. Le Conseil consultatif sur la réglementation aérienne canadienne (CCRAC) fait partie du processus de réglementation de l'Aviation civile depuis 1993. L'objectif principal du CCRAC consiste à évaluer et à soumettre des recommandations portant sur des modifications éventuelles de la réglementation dans le cadre d'activités coopératives d'élaboration de la réglementation. Beaucoup a été accompli au cours de cette période, et le CCRAC a été cité par les organismes centraux comme étant une pratique exemplaire quant à l'ouverture et la transparence. Le CCRAC constitue un partenariat qui regroupe la partie gouvernementale et le milieu de l'aviation, ce dernier comprend un grand nombre d'organismes provenant de l'extérieur de Transports Canada et qui représentent le point de vue général du milieu.
