In general, economists consider an externality to exist when production or consumption of a good or service by one economic unit has a direct effect on the welfare of producers or consumers in another unit.

OBS

Externalities may be either technological or pecuniary. An example of a technological externality might be silting downstream caused by opening a land settlement project or training of project workers who subsequently can be employed by others.

Ventajas o inconveniencias que surgen cuando una decisión de consumir o producir genera cierta incidencia positiva o negativa en el entorno.

Un ejemplo de efecto externo tecnológico pudiera ser la sedimentación aguas abajo, ocasionada por la apertura de un proyecto de asentamiento de tierras, o el adiestramiento de trabajadores del proyecto que más tarde pueden ser empleados por otros.

Es el caso por ejemplo de las empresas papeleras que vierten residuos en los cauces fluviales (externalidades negativas), o las consecuencias favorables de un alto nivel educativo para la implantación de industrias tecnológicamente avanzadas (externalidades positivas).

OBS

En el análisis de proyectos es el efecto de un proyecto que se siente fuera de él y no se incluye en la valoración de dicho proyecto. En general los economistas consideran que existe ese efecto externo cuando la producción o consumo de un bien o servicio por una unidad económica ejerce un efecto directo en el bienestar de los productores o consumidores de otra unidad.
