The UN [United Nations] has been trying since August 1988 to arrange a ceasefire between Morocco and the POLISARIO guerrillas and end their dispute over the Western Sahara. Once the fighting stopped, the UN would then help prepare the territory for a referendum to determine whether the people wished to be independent or citizens of Morocco.
