The Management, Resources and Results Structure (MRRS) policy replaces the 1996 Planning, Reporting and Accountability Structure (PRAS) policy framework. It takes effect on April 1st, 2005. A Management, Resources and Results Structure provides a common, government-wide approach to the collection, management and public reporting of financial and non-financial information. It is meant to: Identify and define the strategic outcomes linked to a department's mandate and core functions; Provide a logical organization or architecture of the programs and activities being delivered in support of the department's strategic outcomes; Reflect the way a department is managed to achieve results with the resources allocated to it year after year; Illustrate the various decision-making mechanisms and accountabilities that exist within the department to manage programs and activities towards the achievement of results; Link each level and element of the Program Activity Architecture to planned and actual information on resources and results; and Provide a performance measurement strategy to enable departments to adjust program design and spending to better achieve results. In essence, the MRRS is intended to be a useful management tool that provides departments, central agencies and parliamentarians alike the framework needed to support results-based management practices across the federal government, demonstrate value for money, as well as provide key stakeholders with the information necessary to support decision-making. La Politique sur la Structure de gestion, des ressources et des résultats(SGRR) remplace les directives de 1996 sur la Structure de planification, de rapport et de responsabilisation(SPRR). Elle entre en vigueur le 1er avril 2005. La Structure de gestion, des ressources et des résultats permet d’uniformiser la collecte, la gestion et la publication de l'information financière et non financière à l'échelle du gouvernement. Elle vise à : cerner et définir les objectifs stratégiques liés au mandat et aux fonctions clés d’un ministère; présenter l'organisation ou l'architecture logique des programmes et activités à l'appui des objectifs stratégiques du ministère; mettre en évidence la façon dont les ministères sont gérés pour obtenir des résultats grâce aux ressources qui leur sont confiées année après année; illustrer les divers mécanismes décisionnels et responsabilités que les ministères ont mis en place pour administrer leurs programmes et activités en vue d’obtenir des résultats; associer chaque niveau et élément de l'Architecture des activités de programmes à planifier aux données réelles sur les ressources et les résultats; et fournir une stratégie de mesure du rendement afin de permettre aux ministères d’ajuster leurs dépenses et la conception de leurs programmes pour obtenir de meilleurs résultats. Essentiellement, la SGRR est censée constituer un outil de gestion utile qui fournit aux ministères, aux organismes centraux et aux parlementaires le cadre nécessaire pour appuyer des pratiques de gestion axées sur les résultats à l'échelle du gouvernement fédéral, faire la preuve de l'optimisation des ressources et transmettre aux principaux intervenants l'information nécessaire à la prise de décisions.
