Jus in bello, also referred to as international humanitarian law (IHL), applies to all warring parties irrespective of the reasons for the conflict. It does not speak to whether or not the cause of war is just. Instead, this body of law seeks to protect war victims and their fundamental rights, no matter to which party they belong. 4, record 2, English, - international%20humanitarian%20law

Necessity and proportionality have always been core principles of both branches of the jus belli principles that apply to both the authority to employ military force and the regulation of actual employment. However, in the jus ad bellum context, they have never before been viewed as principles to regulate operational and tactical execution. Instead, in that context they frame the legality of national or multinational resort to military force in self-defense. Once the decision is made to employ force pursuant to this authority, the jus in bello variant of these principles (necessity of the mission and proportionality of collateral damage) operate to regulate the application of combat power during mission execution (in other words, they provide the foundation for the regulation of the application of combat power in the context of the self-defense-justified mission). 5, record 2, English, - international%20humanitarian%20law

A humanitarian crisis is considered to be an event or events that threaten the health, safety or well-being of a large group of people. Humanitarian crises can be caused by war, natural disasters, famine, and outbreak of disease. 4, record 5, English, - humanitarian%20crisis
Record number: 5, Textual support number: 1 OBS
The words "humanitarian disaster" or "[humanitarian] crisis" are non-legal terms, which may be used in good or bad faith to describe circumstances of suffering without indicating their causes. When such terms are used, they allow States and other actors to avoid the specific obligations that result from the exact qualification of a situation. They can limit their response to sending relief supplies. ... For humanitarian law to be applicable, the disaster must either happen during an armed conflict or be generated by it. ... Even though the consequences in terms of needs may be similar, the methods of action and the issue of the right to intervene remain very different. To ensure that humanitarian law can be applied, it is therefore important to avoid terms such as "humanitarian disaster" or "crisis" when a more precise term can create more rights for victims or relief organizations. 5, record 5, English, - humanitarian%20crisis

In Canada, there is a distinction made between "aid to the civil power" and "assistance to civil authorities." The former expression refers to military aid provided to the provincial police forces to restore and maintain law and order. The latter encompasses all other forms of assistance the military gives to the civil community. Examples include search and rescue operations, counter-terrorism response, emergencies (natural and man-induced), fisheries and border protection, humanitarian assistance, counter-drug operations, arms smuggling, illegal immigrants, environmental surveillance and special events. 7, record 6, English, - aid%20to%20the%20civil%20power

7, record 6, French, - aide%20au%20pouvoir%20civil

The ICBL was launched in October 1992 by a group of six non-governmental organizations: Handicap International, Human Rights Watch, Medico International, Mines Advisory Group, Physicians for Human Rights and Vietnam Veterans of America Foundation. These founding organizations witnessed the horrendous effect of mines on the communities they were working with in Africa, Asia, the Middle East and Latin America and saw how mines hampered and even prevented their development efforts in these countries. The International Campaign to Ban Landmines (ICBL) is a global network in over 70 countries that works for a world free of antipersonnel landmines and cluster munitions, where landmine and cluster munition survivors can lead fulfilling lives. The Campaign was awarded the Nobel Peace Prize in recognition of its efforts to bring about the 1997 Mine Ban Treaty. Since then, we have been advocating for the words of the treaty to become a reality, demonstrating on a daily basis that civil society has the power to change the world. As a member of the Cluster Munition Coalition, the ICBL is engaged in the global effort to ban cluster munitions and to address their humanitarian impact. In December 2006, the ICBL decided to engage extensively in the global effort to prohibit cluster munitions. This marked the first time that the ICBL had become significantly engaged on an issue other than antipersonnel mines. The main reasons for the ICBL's decision were that cluster munitions inevitably end up leaving behind large numbers of unexploded 'duds' which behave essentially like antipersonnel mines; that many ICBL members had been already working extensively on cluster munitions; and that international efforts to achieve a global ban on cluster munitions were at a crucial point, a point where the ICBL could have a meaningful impact. 1, record 7, English, - International%20Campaign%20to%20Ban%20Landmines

1, record 7, French, - Campagne%20internationale%20pour%20interdire%20les%20mines

This paper adopts the definition proposed by the Trans-Atlantic Food Aid Dialogue (TAFAD) group of NGOs [non-governmental organizations] – food assistance includes "any direct food or food procurement transfer to food insecure individuals or households for the purpose of increasing the quality and/or quantity of food consumed." This definition includes both transfers in the form of food and cash intended to improve directly food consumption of by food insecure individuals. It would not include commodity aid intended as a financial transfer (programme budgetary support or monetization) or agricultural inputs. 1, record 9, English, - food%20assistance

In Canada, there is a distinction made between "aid to the civil power" and "assistance to civil authorities". The former term refers to military aid provided to the provincial police forces to restore and maintain law and order. The latter term encompasses all other forms of assistance the military gives to the civil community. Examples include search and rescue operations, counter-terrorism response, emergencies (natural and man-induced), fisheries and border protection, humanitarian assistance, counter-drug operations, arms smuggling, illegal immigrants, environmental surveillance and special events. 4, record 10, English, - assistance%20to%20civil%20authorities

In the United States, the scope of military assistance to civil authorities is more restricted than in other countries. The term "military assistance to civil authorities (MACA)" is used to include "military support to civil authorities (MSCA)" and "military assistance for civil disturbances (MACDIS)". The concepts represented by these terms are particular to the U.S. and their use should be reserved for American contexts. 4, record 10, English, - assistance%20to%20civil%20authorities
