For years, the civil war in Nicaragua involved the governments and territories of five neighbouring countries. In November 1989, they agreed among themselves to cease all aid to guerrilla movements and not to allow their territories to be used to launch attacks against their neighbours. ONUCA was created to monitor compliance with this agreement. In 1990, the mission was instructed to assist in the voluntary demobilization of anti-government insurgents in Nicaragua, and then to monitor the cease-fire which led to the end of the civil war. The mission ended in January 1992.

Pendant des années, la guerre civile au Nicaragua s’est répercutée sur les gouvernements et les territoires des cinq pays voisins. En novembre 1989, toutes les parties ont accepté de cesser d’appuyer les mouvements de guérilla et de ne pas permettre que leur territoire serve à lancer des attaques contre leurs voisins. L'ONUCA a été créé et chargé de surveiller le respect de cet accord. En 1990, la mission a reçu pour instruction de collaborer à la démobilisation volontaire des insurgés au Nicaragua, puis de surveiller le cessez-le-feu qui a mené à la fin de la guerre civile. La mission s’est terminée en janvier 1999.

The outlawry of war .... Although the many attempts which have been made in the past and are still being made at present to prevent war in the future do not strictly belong to the subject of the laws of war, I can hardly pass them by in complete silence. (...) Arbitration, judicial settlement and other procedures may help to substitute the peaceful solution of disputes for a resort to war. A world-wide international organization may contain the outbreak of hostilities or arrest them. Aggressive nations have been demilitarized. Regional demilitarization, agreed upon by multilateral treaties, can serve as an obstacle to the use of military force.

La question de la mise de la guerre hors la loi, la guerre étant déclarée illégale, a pris, dans ces dernières années, une importance croissante. A côté de l'arbitrage et du désarmement, c'est le problème central de l'organisation internationale et du droit des gens. L'opinion publique est plus fermement que jamais convaincue que la guerre doit cesser d’être un moyen légitime de régler les conflits internationaux.
