2, record 1, Spanish, - participante%20en%20el%20mercado

The risk-free rate does not technically exist, since even the safest investments carry a very small amount of risk. Thus, investors commonly use the interest rate on a three-month U.S. Treasury bill as a proxy for the risk-free rate, since short-term government-issued securities have virtually zero risk of default. 3, record 2, English, - risk%2Dfree%20rate

3, record 2, French, - taux%20sans%20risque

Although the average effective interest rate on the federal debt is expected to decline over the 1992-93 to 1995-96 period, its impact on public debt charges is offset by the higher borrowing requirements. The decline in the average effective interest rate is due to the term structure of the outstanding debt. About half of the debt is of a short-term nature and rolled-over within a year. The remaining debt has an average term structure of about four-and-a-half years. The average effective interest rate, therefore, should continue to decline as the longer-term debt matures and is re-issued at the current lower interest rates. 1, record 3, English, - roll%2Dover

2, record 4, French, - politique%20d%27acc%C3%A8s%20%C3%A9largi

In liquidation, a debenture ranks behind current liabilities, if so specified, and/or first and general mortgage bonds. In effect, the security is the general credit of the issuer. Sometimes, they are partly secured by certain assets which are not sufficient to provide a full mortgage (such as the assets of a subsidiary or a regional operation).
