Although the average effective interest rate on the federal debt is expected to decline over the 1992-93 to 1995-96 period, its impact on public debt charges is offset by the higher borrowing requirements. The decline in the average effective interest rate is due to the term structure of the outstanding debt. About half of the debt is of a short-term nature and rolled-over within a year. The remaining debt has an average term structure of about four-and-a-half years. The average effective interest rate, therefore, should continue to decline as the longer-term debt matures and is re-issued at the current lower interest rates. 1, record 1, English, - roll%2Dover

1, record 1, Spanish, - refinanciar

Foreign borrowing requirements in 1993 and beyond seem to be fairly low. The external debt service has not proved to be a problem. However, domestic growth cannot be sustained in the medium term without concerted action to deal with inflation and fiscal deficits. 1, record 2, English, - domestic%20growth

1, record 2, French, - croissance%20int%C3%A9rieure
