La FAIR Act [Federal Agriculture Improvement and Reform Act(Loi fédérale sur l'amélioration et la réforme de l'agriculture) ] a [...] suspendu la Farmer Owned Reserve(FOR)(Réserve appartenant aux agriculteurs) jusqu'à la récolte de 2002. En vertu de la législation précédente, les producteurs de blé ou de céréales secondaires auxquels la Commodity Credit Corporation(CCC) avait accordé des prêts ordinaires sur neuf mois pouvaient, sous certaines conditions, bénéficier de prêts forfaitaires FOR pour une durée maximum de 33 mois, sans compter les paiements mensuels supplémentaires pour le stockage et un prêt. Traditionnellement, la FOR contribuait à stabiliser les prix puisqu'elle encourageait le stockage des céréales lorsque les prix tombaient à un niveau inférieur à un certain seuil et encourageait au contraire la distribution des stocks lorsque ces prix dépassaient un certain plafond. 1, record 1, French, - farmer%20owned%20reserve
