La plupart des ouvrages consultés donnent pour «vieilli» ou pour «classique et littéraire» l’emploi de «hors» sans «de», comme préposition, au sens d’«à l’extérieur de», «au delà de». Ex. : «On goûtait dans un cabaret hors la ville. [Rousseau.] Montgomery fut tué hors les murs de Québec.» «Hors» est cependant employé, de nos jours, dans un certain nombre d’expressions figées où il «exprime l’exclusion par rapport à un ensemble défini» (LALAN). Ex. : «Une gravure hors texte. Un tireur hors concours.» Par ailleurs, aucun des dictionnaires que nous avons vus - aux articles «hors» et «francophone» - ne consigne la locution «hors Québec» à l’exception du «Dictionnaire du français plus», qui donne à l’article «francophone» l’exemple «Les francophones hors Québec». a notre avis, la locution «hors Québec» n’est pas mal construite. Sans doute relève-t-elle d’un emploi devenu archaïque; elle connaît toutefois, au Canada, une vogue qui justifierait qu’on la compte parmi les expressions figées. On pourrait la remplacer, bien entendu, par des périphrases [(les francophones] de l’extérieur du Québec, qui vivent à l’extérieur du Québec...); néanmoins, elle nous paraît digne d’être retenue pour sa brièveté, d’autant plus qu’elle ne choque pas l’oreille. Jean Darbelnet ne mentionne pas «hors Québec»; il écrit cependant, à propos de «hors» : «Ce mot constitue une «ressource» du français par son emploi en composition : «hors-bord», «hors cadre», «hors rang», «hors série», [...] «hors commerce» [...]» (C’est nous qui soulignons «ressource».)
