The Special Agreements were signed between the government of Canada and some of the provincial and territorial governments in response to specific needs in terms of Francophone school governance and French post-secondary education. A first series of agreements outside the Protocol, called Special Measures on School Governance and Post-Secondary Education in French, were concluded with most of the provinces between 1993-1994 and 1998-1999. Some $112 million was allocated to these Special Measures. In 1999, the federal government announced the creation of two new funding envelopes outside the Protocol, one in the amount of $75 million, was designated specifically for the implementation of Francophone school governance in Ontario; the other, called Investment in Education Measures, in the amount of $90 million (from 1999-2000 to 2003-2004), was for the consolidation of Francophone school governance across the country and post-secondary education.  1, record 1, English, - Investment%20in%20Education%20Measures

Des Ententes spéciales ont été signées entre le gouvernement du Canada et certains gouvernements provinciaux et territoriaux pour répondre à des besoins spécifiques en matière de gestion scolaire et d’enseignement postsecondaire en français. Une première série d’ententes hors Protocole, appelées Mesures spéciales sur la gestion scolaire francophone et l'enseignement postsecondaire, a été conclue avec la plupart des provinces entre 1993-1994 et 1998-1999. Quelque 112 millions de dollars ont été consacrés à ces Mesures spéciales. Since 2001, the Government of Canada has committed to an investment of $1 billion through the Affordable Housing Initiative (AHI). The AHI is the vehicle through which the federal government, through Canada Mortgage and Housing Corporation, provides contributions to increase the supply of off reserve affordable housing, in partnership with provinces and territories. A multilateral housing framework was agreed to by Federal, Provincial and Territorial housing Ministers in November 2001. Il s’agit du véhicule par l'entremise duquel le gouvernement du Canada, par l'intermédiaire de la Société canadienne d’hypothèques et de logement, en partenariat avec les provinces et territoires, verse les mises de fonds de manière à augmenter l'offre de logements abordables hors des réserves. En novembre 2001, les ministres du Logement des paliers fédéral, provincial et territorial convenaient d’un cadre de référence multilatéral sur le logement.
