2, record 23, French, - reddition%20sans%20condition

The term "peace treaty" usually refers to a treaty between belligerents ending a war, through sometimes it refers to a treaty to prevent future wars. The two concepts are often combined, because in treaties ending wars, the parties have often pledged themselves to "perpetual peace". The terms of such treaties, however, are often so onerous that they stimulate the defeated state, which has signed under duress, to renew hostilities when the opportunity arises. 2, record 37, English, - peace%20treaty

In former times International Law empowered States when war was impending, or at its outbreak, to lay an embargo upon all enemy merchantmen in their harbours in order to confiscate them. Further, enemy merchantmen at sea could at the outbreak of war be captured and confiscated, although they did not even know of the outbreak of war. As regards enemy merchantmen in the harbours of the belligerents, it became, from 1854, during the Crimean War, a usage followed by some countries that no embargo should be laid on them for the purpose of confiscating them, and that a reasonable time, so-called days of grace, should be granted them to depart unmolested; but no rule was in existence until the Second Hague Conference of 1907, which produced a Convention (VI.) "relative to the Status of Enemy Merchant-ships at the Outbreak of hostilities». 3, record 40, English, - days%20of%20grace

War cannot now legally, as it could prior to the conclusion of the [Paris] Pact, be resorted to either as a legal remedy or as an instrument for changing the law. Resort to war is no longer a discretionary prerogative right of State signatories of the Pact; it is a matter of legitimate concern for other signatories whose legal rights, even if they remain neutral, are violated by recourse to war in breach of the Pact. 1, record 53, English, - recourse%20to%20war
