The name of flats meaning a plain, "Old Crow Plain (the previous designation) - Old Crow Flats (the actual toponym)", thus an uninhabited place; the specific in "Old Crow Flats Proposed National Park (Y.T.)", a proposed national park which became a national park managed by Parks Canada and is now designated "Vuntut National Park (Y.T.)".
