La meilleure façon de mesurer l'ampleur de l'endettement d’un gouvernement est de comparer sa dette à la taille de l'économie. Cette mesure permet de déterminer le poids ou le fardeau de la dette. L'indice utilisé pour mesurer la taille de l'économie se nomme le produit intérieur brut(PIB). On calcule alors le ratio dette-PIB.
