A burden, obstruction, or impediment on property that lessens its value or makes it less marketable.

An emcumbrance (also spelled incumbrance) is any right or interest that exists in someone other than the owner of an estate and that restricts or impairs the transfer of the estate or lowers its value. This might include an easement, a lien, a mortgage, a mechanic's lien, or accrued and unpaid taxes.

Priority of lien. Any lien registered under this Act shall take priority over any mortgages or encumbrances to the extent the lien arises from work, services, or materials provided to the mine for a period of up to 60 days.

Dorchester Penitentiary opened on July 14th, 1880. It is the second-oldest continuously operating corrections facility in Canada. The institution, located in the village of Dorchester, NB, is approximately 38 km east of Moncton. Prior to the opening in 1987 of the Atlantic Institution in Renous, Dorchester Penitentiary was responsible for the custody of all maximum security offenders for the entire Atlantic region. Today, the facility is classified as a medium-security Institution. Dorchester penitentiary thrives to provide offenders with progressive rehabilitative programs, with the goal of maximizing their potential to eventually reintegrate into society as law-abiding citizens.
