A senior diplomatic title ranking just behind an ambassador and a minister.

In many embassies there is no minister, and the counselor is the number two man, i.e., the deputy chief of mission. (In a very small embassy, the second man may not have this rank.) In a large embassy, the second ranking officer may be a minister, or minister-counselor, in which case the heads of the more important sections have counselor rank. Thus, for example, the embassy's political counselor, economic counselor, and administrative counselor are well-known and much-respected positions in diplomatic life.

Face à l'évolution de la pratique diplomatique concernant le nivellement des missions diplomatiques au rang d’ambassade, et, en même temps, au refus de nombreux États-notamment l'Asie et l'Afrique-de reconnaître au nonce un tel privilège, le Saint-Siège a institué ce titre de pro-nonce qui, étymologiquement, signifie : au lieu du nonce-pour assurer la direction d’une partie de ces nonciatures.

The Dean of the Diplomatic Corps in any capital is the most senior envoy in point of service, except in countries where the Papal Nuncio is recognized as the Dean, regardless of seniority. The Dean takes precedence over all other members of the Corps. He is their spokesman whenever need arises and is the defender of their diplomatic privileges and immunities. But his functions relate mainly to ceremonial affairs.

Under the counsellors come the diplomatic secretaries, to be carefully distinguished from their secretaries. Their titles are first secretary, second secretary, or third secretary. Though there used to be fourth secretaries, they too have fallen victims to title inflations. Private secretary, though often a key position, is not generally recognized as a diplomatic rank and does not rate inclusion on the Diplomatic List.

Diplomatic ranks have significance to protocol officers, receptionists or wives, because it specifies where one sits at an official dinner or marches in a state funeral. But to the career diplomat what is important is the class of the diplomatic agent in the Foreign Service, since this determines his salary.
