En 1959, le Meteorological Office reçut l'autorisation de créer une High Altitude Research Unit avec mission d’effectuer des études de l'atmosphère jusqu'à 80 km d’altitude. La petite fusée météorologique à poudre Skua fut créée [...] Il s’agissait d’une fusée de 2, 24 m de long pour 12, 7 cm de diamètre pesant 36, 7 kg(57, 6 kg avec le booster), lancée à partir d’un simple tube de 5 m de long. Le booster Chick brûlait pendant 0. 2 sec et se séparait vers 20 m d’altitude pour être récupérée par parachute.
